Michael Covenant ("Cov") Ratcliffe was born and raised on Kauaʻi and graduated from Kauaʻi High School.  

He received his B.A. in Philosophy at California State University - East Bay and M.A. from San Francisco State.  Cov moved to Honolulu to attend the University of Hawaiʻi - Richardson School of Law.  He has worked for the State and practiced labor law representing unions. As the son of a Mexican immigrant, Cov understands the struggles many local immigrant families face today — including the fear and insecurity caused by ICE enforcement. 

He currently serves on his local neighborhood board and is committed to keeping District 28 affordable, fair, and thriving for working families.
